Russians searched part of an apartment building while residents slept on Friday missile strikes near the port of Odesa in Ukraine, which authorities say have killed at least 21 peopleHours after Russian troops left the Black Sea base on Snake Island.

Locals in the resort village of Serhiivka helped workers pick through the rubble of a nine-story apartment block, some of which had been completely destroyed in the strike early in the morning. Serhiy Bratchuk, a spokesman for the Odesa regional government, said 21 people had been confirmed dead, including a 12-year-old boy.

Among the fatalities was an employee of a child rehabilitation center set up by Ukraine’s neighboring Moldova. Five others were injured.

“These peaceful people made the days of children in Moldova more beautiful, they took care of their rehabilitation with great love and affection,” said Alla Nemerenko, Minister of Health of Moldova, on her Facebook page.

The governor said missiles had been fired at the Black Sea.

The Kremlin denied firing on civilians.

The bomber struck shortly after noon in front of a Russian military base in central Ukraine, killing at least 19 people.
