Burkina Faso . Monitoring, Reporting and Verification (MRV) digital platform

Burkina Faso is one of the few countries in Africa that has a national Digital Measurement, Reporting and Verification (MRV) system. The IT MRV platform is part of a system built by the Government, with the support of GGGI and Sweden”. The need to build an IT platform stemmed from a national consultation when the project started in 2020. The MRV IT platform was officially launched on 29 March 2022, by the Minister of Environment, Energy, Water and Sanitation, Ms. Maminata Traoré/Coulibaly, in the presence of the Director General GGGI, Dr. Franck Rijsberman and Mrs. Delphine Ouedraogo, Program Officer at the Swedish Embassy.

What for?

This web-based platform is primarily designed for archiving and sharing information on the country’s GHG emission trends, mitigation and adaptation actions, and on all kinds of technological, financial and capacity building support. The platform is part of the country’s transparency system in accordance with Article 13 of the Paris Agreement on the requirements of the enhanced transparency framework. It also helps track progress towards Nationally Determined Contributions (NDC).

Who is this for?

The MRV platform is aimed at the national and international community on climate change. It builds trust and facilitates monitoring of countries’ efforts to combat climate change and global warming. It is also aimed at national, public and private institutions, the scientific community, and students, for the purpose of learning and sharing knowledge.

Burkina Faso . MRV platform structure

The MRV platform is organized into six sections as follows:

  • Burkina Faso . MRV System: this section describes Burkina Faso’s specific context and experience on climate change, the national MRV system including various sectors, institutional framework, and key stakeholders.
  • Emission data: this section contains all available information on GHG emissions, sources and methods of quantification as well as mitigation and adaptation objectives
  • Mitigation and adaptation: this section collects information on mitigation and adaptation actions. It presents the mapping of dynamic geolocation projects and initiatives, the mitigation ambitions of which are Burkina Faso’s commitments.
  • Support: this section shows Information related to climate finance flows, capacity building actions and technology transfer.
  • Resource: resources include all kinds of official downloadable documents on GHG inventory data, biennial reports, national communications, and other documents.
  • News: This section presents news on climate change and environmental issues, as well as an agenda for upcoming events, with a filing system for past events.

Lessons learned and good practice

A number of good practices were noted during the MRV Platform development process:

  • Identification of government entities that have managed database systems related to climate and environmental data.
  • Establishment of a task force that ensures close monitoring of progress against expected achievements, provides orientation to the overall structure of the platform, and required available information and data;
  • Stakeholder consultation on climate transparency is critical to the validation process of key measures ensuring national ownership
  • A review of similar successful experiences internationally provides an idea of ​​the main components to consider.

MRV platform management

The Permanent Secretariat of the National Council for Sustainable Development (SP/CNDD) is an entity within the ministry in charge of the environment appointed to coordinate the national MRV system. He is also responsible for managing the MRV digital platform through his technical division, the National Observatory on Sustainable Development (ONDD). The success of this platform depends on the commitment of national actors to its regular use, promotion and updating. The sectoral MRV administrators, facilitators and focal points providing data have been trained on platform management with support from GGGI and Sweden in March 2022 and they will play an important role in keeping the website dynamic.
