Pretoria – Government Purchasing Director General (CPO) Solly Tshitangano has pleaded with Eskom President Professor Malegapuru Makgoba to investigate allegations of “abuse of power, suspension of recruitment rules, performance management, procurement and governance processes ”against the electricity utility. In a scathing letter seen by the Pretoria News, Tshitangano also urged Makgoba to abide by President Cyril Ramaphosa’s pledge to expose a crime whenever “we see it committed”.
It comes after De Ruyter was accused of appointing a service provider, Werner Mouton, to analyze fuel oil bid documents without following due process. Eskom’s boss has also been accused of abusing single-source sourcing and treating suspicious transactions differently.
Tshitangano also accused Eskom’s COO, Jan Oberholzer, of “gossiping” about a plan to move it from procurement to compliance.
The CPO said in its letter that “the plan behind my dismissal is to have a white man appointed as purchasing manager.”
In his letter dated February 16, 2020, obtained by Pretoria News, Tshitangano added that he was disappointed with De Ruyter as he was expected to end a culture where corruption, nepotism and favoritism were tolerated.
“I am very disappointed to ask you to investigate the allegations of abuse of authority and suspension of rules relating to recruitment, performance management, purchasing and governance processes by the CEO of the Eskom Group, Mr. André de Ruyter.
“I thought André would bring to Eskom a culture where corruption, nepotism and favoritism are not tolerated, and where action is taken against those who abuse their power or steal public money, as has been done. stressed the president in his State of the Nation 2020 address, ”Tshitangano said.
Appointed CPO in January 2019, Tshitangano reminded Makgoba that Ramaphosa had stressed that his administration “will not let go of the fight against corruption and state capture”, “should work together to eradicate corruption and strengthen the state of law ”,“ would not solicit or pay bribes or engage in corrupt acts ”, but“ improve our culture of reporting crime when we see it committed ”.
Eskom spokesman Sikonathi Mantshantsha confirmed the exchange between De Ruyter and Tshitangano, but said there was nothing in particular about it.
“Eskom can confirm that the CEO of the group has had discussions with Mr. Tshitangano regarding the performance of the department under his leadership, as he does regularly with all Eskom executives. As is common practice in companies, performance discussions take place with management, and underperforming executives may not find this experience to their liking, especially when an organization and department are unresponsive. to expectations, ”Mantshantsha said.
“Eskom’s president can confirm that he received a letter written to him by Mr. Tshitangano in January 2020. The request was for the president to step in and investigate the allegations. Most of the issues were known to the President as they had already been communicated to the Board.
“The President contacted Solly Tshitangano, André de Ruyter and Human Resources group management Elsie Pule to familiarize himself with the details of the issues. The president assessed the allegations as he was familiar with most of the issues, as the board had already deliberated on them.
“He concluded that there was insufficient evidence / substance or merit to initiate an investigation. The President spoke to all parties involved and the case was closed. He has never heard from any of the parties on these issues.
Mantshantsha added, “These allegations are operational and should have been tracked and addressed through Eskom’s grievance systems and dispute resolution processes, which begin with the filing of a grievance. No grievance was filed. “
Tshitangano questioned Mouton’s appointment, saying it was irregular. “The process of identifying and recruiting an expert has fostered a culture where corruption, nepotism and favoritism are tolerated. André did not respect the principles of fairness and transparency. As a result, Werner was appointed and received a monthly salary of R200,000, as if he was the only expert in this country.
“Human resources helped André nominate his preferred expert, undermining the demands of equal treatment and transparency,” Tshitangano added. The company was not only improperly named, but submitted a biased report and showed very little understanding of Eskom’s processes.
