FIFA Council Bureau takes preliminary action regarding the war in Ukraine

First and foremost, FIFA (www.FIFA.com) wanted to reiterate his criticism of Russia’s use of force in its invasion of Ukraine. Violence is never a solution and FIFA expresses its deepest solidarity with all those affected by what happened in Ukraine.

FIFA calls again for an urgent restoration of peace and a constructive dialogue to begin immediately. FIFA remains in close contact with the Ukrainian Football Association and members of the Ukrainian football community who have asked for support in leaving the country as long as the current conflict continues.

In order to address football-related issues and in coordination with UEFA, the FIFA Council Bureau – involving the FIFA President and the six Confederation Presidents – has unanimously decided to take the first action immediately, in line with the recommendations of the International Olympic Committee (IOC). and it will be in effect until further notice:

  • No international competitions will be played on Russian soil, with “home” matches played on neutral ground and without spectators
  • Member associations representing Russia must participate in any competition under the name “Russian Football Union (RFU)” and not “Russia”
  • The flag or national anthem of Russia will not be used in matches involving teams from the Russian Football Union

FIFA will continue its ongoing dialogue with the IOC, UEFA and other sporting organizations to determine additional measures or sanctions, including possible exclusion from competition, which will be implemented in the near future if the situation does not improve quickly. The FIFA Council Bureau remains on standby to make this decision.

Importantly, FIFA strongly believes that the sporting movement should be united in its decisions on this topic and that sport should continue to be a vector of peace and hope.

With regards to the upcoming 2022 FIFA World Cup qualifiers, FIFA has taken good note of the positions expressed via social media by the Polish Football Association, Czech Republic Football Association and Swedish Football Association and has been engaged in dialogue with all these football associations. FIFA will remain in close contact to find an appropriate and mutually acceptable solution.

FIFA’s thoughts remain with all those affected by this shocking and worrying situation.
