INPG was founded in 2017 by the State of Senegal under a mandate to develop national expertise and promote the work of Senegalese men and women in the oil and gas sector. Following the discovery of sizable oil and gas reserves in 2014 and 2016, the government moved to establish organizations to train, develop and upgrade the skills of the local workforce, thereby placing Senegalese men and women at the forefront of industrial growth.
INPG’s mission covers two general areas: capacity building and information provision. First and foremost, INPG provides a world-class institution that specializes in the training of engineers, technicians and operators in the oil and gas profession as well as capacity building for administration, industry and researchers on academic and industrial engineering knowledge related to oil and gas. . The discoveries at Sangomar and Greater Tortue Ahmeyim (GTA), and subsequent project developments including the 15 trillion cubic foot transnational GTA project and the 100,000 bpd Sangomar development project, have created significant opportunities for the local workforce, and the INPG is tasked with ensuring Senegalese workers are prepared. with the skills and expertise needed to lead these projects.
However, INPG has gone a step further, as the main institution for stakeholders to obtain information related to oil and gas as well as being a facilitator for local content alignment. In particular, the institute offers support for academic and technological research in the oil and gas field while promoting international cooperation and partnerships in the sector. As Senegal’s energy sector begins to develop and more international players come to the country, with a mandate to promote local labor participation, the government updated local content laws, including special amendments classifying the types of operations and delivery of local content under Decree 2021-2049. . In particular, the reform emphasizes that goods and services that can be adequately supplied by local companies must and in instances where the local workforce lacks technical and financial capacity, partnerships should be formed between local workers and their international counterparts. In this case, INPG functions to promote the partnership, provide information and technical training and certification to local companies to strengthen cooperation.
