The city of Tsuwane says police and metro police members have stopped the hostage drama at the office of the Acacia Council north of the capital.
The city says the conflict between city officials and disgruntled residents ended peacefully after police intervention.
The group forced council officials to meet to address their concerns about lack of service. A group of community members from an informal settlement in Soshangbe closed the gates of the Acacia City Hall to prevent staff from entering and exiting the premises.
