Guterres, who visited camps occupied by some militants and other displaced persons in the Borno state capital, Maiduguri, later told reporters that the recruitment drive would help bring peace.

“The governor told me that you need to build a new house so that you can get it back on track ex-terrorists, ex-combatants, but I also promised that we would be well prepared for the project, ”Guterres said.

“The best thing we can do for peace is to bring back those who at one time despaired became terrorists and now want to become citizens and contribute to the well-being of their brothers and sisters.”

The return of troops has caused unrest especially in Maiduguri where citizens have been exhausted by more than a decade of brutal Boko Haram attacks.

Guterres urged him to continue with humanitarian support in Borno, but added that, eventually, people in the camp wanted to return to their homes “in safety and honor.”

The Borno state government in December began closing some camps for displaced persons, advocating for better security and the release of Boko Haram militants, despite the fact that humanitarian groups say it is still bad for people to go back to their homes.
